About the Job

Communications Security Establishment (CSE) is Canada's national cryptologic agency. Unique within Canada's security and intelligence community, CSE employs code-makers, codebreakers, and secure system creators to provide the Government of Canada with information technology security (IT Security) and foreign signals intelligence (SIGINT) services. CSE is the national hub for cyber operations to defend Canada and advance national interests, and provides technical and operational assistance to federal law enforcement and security agencies.

CSE is currently looking to fill various finance positions such as financial officers (UNI 06 equivalent to a FI-01), financial analysts (UNI 07 equivalent to a FI-02), and financial advisors (UNI 09 equivalent to a FI-03). Candidates will be processed at their current Financial Management (FI) classification level (i.e. an FI-01 will be processed as a UNI 06 Financial Officer). Who can apply? All persons employed by the Federal Public Service across Canada with a Financial Management (FI) classification.

We are looking for strong communicators who can share their insights when being called upon, view their work from a holistic perspective, possess razor-sharp analytical skills, and enjoy collaborating cross-functionally with other departments and teams.

Salary

Salaries range from $70,269 to $118,217, depending on the level. These positions are currently eligible for a financial management group allowance ranging from $460 to $525 and UNI-09 positions may be eligible for a chief financial officer (CFO) transition allowance of $3,863.

Location

All jobs are in Ottawa, Ontario. This selection process will be used to staff positions within the Edward Drake Building (1929 Ogilvie Road).

Required Qualifications

You must clearly demonstrate in your application how you meet these required qualifications:

Education - UNI 06

You must have one (1) of the following (equivalent to FI-01):

  • Successful completion of two years of a post-secondary program with specialization in accounting, finance, business administration, commerce, or economics.
  • Possession of the Government of Canada Financial Management Certificate.

Education - UNI 07 & UNI 09

You must have one (1) of the following (equivalent to FI-02 & FI-03):

  • A Bachelor’s degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics and experience related to positions in the Financial Management Group.
  • Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA) or Certified General Accountant (CGA).

Experience - UNI 06

You must have the following experience (equivalent to FI-01):

  1. Experience in at least one (1) of the following activities or a combination of the following activities:
    1. Budgeting, forecasting, financial reporting, and/or financial analysis (including activities such as extracting, compiling, and/or analyzing information)
    2. Accounting operations (record, report, analyze and/or track financial transactions related to revenues and/or expenses);
    3. Financial Policy or internal control (Development, implementation and/or application of policies, procedures, directives and/or controls);
    4. Financial management advisory services (Provision of advice, guidance, and financial services in the areas of planning, budgeting, costing, or reporting);
    5. Financial Systems (design, development, review, testing or maintenance of business processes, procedures, controls, data, and software applications that produce financial and related non-financial information)
  2. Experience in applying the Financial Administration Act and/or Treasury Board financial policies, directives, or guidelines.

Experience - UNI 07

You must have the following experience (equivalent to FI-02):

  1. Experience in at least two (2) of the following activities:
    1. Financial Planning
    2. External Reporting
    3. Resource Management Advisory Services
    4. Accounting operations

    6. Internal control
    7. Costing
    8. Financial Systems
  2. Experience in analyzing problems of a financial nature and recommending solutions to supervisors or managers for the purpose of decision making.

Experience - UNI 09

You must have the following experience (equivalent to FI-03):

  1. Experience in at least three (3) of the following activities:
    1. Financial Planning

  2. Experience in analyzing information and providing financial advice and making recommendations to clients and/or senior management.

  • Experience in preparing internal reports as well as Departmental financial statements and public accounts.

  • Experience in writing and interpreting financial procedures, directives, and policies.
  • Experience developing and writing documentation on processes and procedures, such as configuring, testing, implementing, and supporting, or working in an ERP (enterprise resource planning) system and its related tools (salary forecasting tool).
  • Experience performing the full range of accounting operations in one or more of the following fields: accounts payable, accounts receivable, travel management, asset monitoring, salary management, or monitoring and reconciliations.
  • Experience with quality assurance, audit or account analysis and/or internal financial controls or financial internal or external audits.

Candidates will be required to complete the security process as part of the global assessment, which involves a security interview, a polygraph test, a psychological assessment, and a background investigation covering a minimum of your last 10 years history, including credit and financial verifications. The entire selection process – assessment, interview, security investigation – may take more than one year to complete.

Additional Details

Salary Ranges & Allowances*

  • UNI-06 level: $70,269.00 - $82,670.00 per year
  • UNI-07 level: $78,001.00 - $91,764.00 per year
  • UNI-09 level: $89,304.00 - $105,060.00 per year**

These positions are currently eligible for a financial management group allowance:

  • UNI-06 level: $415 per year
  • UNI-07 level: $460 per year
  • UNI-09 level: $525 per year

(Financial management group allowance is an additional pay on top of, but not part of, the yearly salary. It is negotiated through the collective bargaining process.)

Candidates will be processed at their current Financial Management (FI) classification level (i.e. an FI-01 will be processed as a UNI 06 Financial Officer).

*Salary, financial management group allowance, and CFO allowance are currently under review.

**Based on the Memorandum of Understanding between CSE and the Public Service Alliance, incumbents in positions within the financial management group at the UNI-09 level who are at the top of the UNI-09 salary band are eligible to receive a per annum CFO Transitional Allowance of $3,863 in order to compensate for specific responsibilities associated with the implementation of the Chief Financial Officer (CFO) model during the period of transition. (This allowance is in addition to, but not part of the yearly salary. It is negotiated through the collective bargaining process). Also, incumbents in positions within the financial management group at the UNI-09 level who are at the top of the UNI-09 salary band are eligible for a long term acting with an increase in pay leading to a maximum annual salary rate of $118,217.

Appointments

? Determinate and indeterminate appointments will be used to staff positions within CSE. All appointments have a one (1) year probation period.

Operational Requirements

Overtime and standby duty may be required.

CSE Employment
