National Central Office of Record
The NCOR is an accounting element identified by its own EKMS ID 845999. It is not a COMSEC account, therefore, never holds COMSEC material. The three primary roles of the NCOR are:
Account Manager
- Account Managers are responsible for maintaining a master inventory of all centrally accountable COMSEC material for those COMSEC Accounts it supports;
- processing accounting reports;
- performing yearly review of GC COMSEC account inventory records;
- liaising on accounting matters with COMSEC Account personnel and providing guidance and assistance on all procedural matters.
Registration Authority (RA)
The Registration Authority at the NCOR performs Account registration for a specific set of accounts including automated, partially automated and non-automated Accounts. Each COMSEC Account is identified by a unique EKMS ID which is assigned by their RA. The RA's are also responsible for:
- maintaining account registration data such as account equipment configuration, clearance levels, COMSEC signing authority sheets, and Appointment Certificates or letters of appointment of COMSEC account personnel.
Privilege Certificate Manager (PCM)
- the PCM at the NCOR creates and signs Key Processor (KP) Privilege Certificates for specified KP equipped accounts;
- the KP Privilege Certificate is used for the enforcement privileges for automated accounts such as the EKMS ID, Highest Classification Indicator, electronic key generation and distribution, and initial key ordering privileges.
